In case anyone else ever needs this information, the tank is made of polypropylene. Judging from the characteristics of the tank material, it could have either been polyethylene or polypropylene. I am 99% sure it is the latter.

It can be welded using polypropylene rods, or a sufficiently compatible composite. I used PP, and finished with a couple layers of fiberglass as a final seal. Tank held at 20 PSI with no leaks, and is currently holding fuel with no problems. (The tank had two stress/age cracks)
