95 pickup tachometer fail

When the ignition is turned on the needle on the tachometer jumps as far as possible to the right. The engine does not have to be running. Two mechanics said the tach cannot be repaired. I removed the tach and I see that it has a small circuit board. Does anyone know where I can get a diagram of that small board. If the problem is in the small tach circuit board, an electronics repairman might be able to repair the circuit board if that is the problem. I live in Guatemala where labor is relatively cheap but parts, even used, are high. As a result there are many repair shops that have become quite adept at repairing the "unrepairable".
