If you turbo your car, the turbo adds extra air into the engine. Therefore more fuel is needed. This must be accomplished by having the computer add more fuel. This can be done by either reprogramming the ecu, replacing it with a standalone system, or adding something like an AVC-R. Basically the AVC-R tells the computer more air is coming in than is actually coming in. This allows the computer to richen the mixture up. If you go standalone or reprogram your ecu, because the program has been changed, they won't pass. It just doesn't communicate with the states computer. At least I havn't heard of anyone reprogramming OBDII ecu's and having them remain compliant.
Here is some great news from todays paper. They are adding more counties in GA to the list that have to improve their air quality. This will almost definetely mean that cars in those counties will now have to pass emissions.
