95 Nissan 240sx Turbo sounds like its hitting the rev limiter at 4,500

The car has a front mount intercooler, an FMU, stock spark plugs, and stock ignition system, walbro fuel pump. Only running 7psi of boost, 8-7-1 arias pistons. Is it a timing issue, or what? My buddy said the car looked like a firework show was coming out of the exaust. And the car is running rich any ideas???
