95 J30 Surging/Hesitation

After the car is warmed up , once I get to 1700 RPM and any steady speed after that , the car will surge/ Hesitate. It does not do this under acceration.

At first I would get a CEL when crusing on the highway for 30 sec to a min, then it would go off. I checked the ECM and had a EGR code.

After cleaning the EGR tubes no other codes have shown up. I have cleaned the EGR return tubes, done a vac. test on the EGR valve. Cleaned the MAF and throttle bodies including the vac. tubes that come from them. Replaced the PCV valves and cleaned the fittings in the hoses.

I have tested the resistance in all fuel injectors all at 11.9 .

New Air filter and fuel filter.

Tried the Knock sensor bypass just to check , no change.

I have checked all of the harness conectors.

Any Ideas ?
