95 200sx 2.0 power issues

95 200sx 2.0 power issues
Stock 2.0de engine aftermarket air filter .It throws no codes but around 25-2700 rpm it has a bog in power and then at 4000 same deal .if you floor it it powers through but still lacks power .Took it to a dealer and they just scratched their heads. Please help

air filter is a Kn washable . going to check iac vavle

Checked out iac system and wiring as per the service man. found here on the nico site .Test drove no difference. Any other suggestions would be apperciated

IAC system at most can provide 20% of required air flow around throttle body so impossible for a malfunction to affect acceleration performance significantly.
Check fuel pressure while driving [tape gauge to windshield] under exact acceleration...........does it meet or exceed 43.4 psi under full load.
