My 94 Q45a has the identical characteristic and has since something in the BCM system went haywire. If I PAUSE even 0.5 sec between ON and CRANK--it won't crank. If I go without stopping all the way to CRANK its 100% reliable. When every now and then the BCM (locks and window consol switchs and seat heaters and steering positioner)works, you can stop at 'ON', and crank when ever you want. I THINK is is the relay associated with the alarm/antitheft ignition lock-out.
