'94 Q45 - High Beams only, no fog lights and no instrument i

Title pretty much says it all, although power to the radio is intermittent - nonexistent - especially when cold.

I have checked all fuses w/my VOM so no problem there.

Could this be a ground problem?

I know the switch may be the problem...

Anyone experienced this?

I occasionally hear of relay failures... there's a black box near the under hood fuse box that I'd check next.
