94 Q45 headlight not coming on

I have a 94 Q45 the left headlight will not come on. I have checked the fuses and changed the low beam headlight. And it will not come on, nither will the high beam on the same side. I have tested to see if I get power by testing the plug that is connected to the head light.Is there some thing Im missing, that is hidden or is over looked?.
