Chances are darned good that #7 injector is dead. Sorry. Measuring it directly to verify your readings is going to be tough to do without pulling the plenum.
If all the injectors except #7 were reading 19 ohms you might suspect corrosion on the connector at the injector or possibly brittle wiring in the FI harness. A good cleaning of the connectors and injector pins would bring the readings down a little.
How do #1 and #2 connectors look? Corrosion-free? If corrosion is present take a look at all connectors of the same type. They don't do a good job of keeping moisture out (compared to the type used for the main FI and KS connection which seal very well) . The MAF, CAS, sub-CAS solenoids, TB, EGR solenoids, and the rest of the injectors come to mind. The engine will run much better with all these connectors cleaned, pins tightened and lubed with dielectric grease.
