94 D21 transmission issue. Drives fine until you stop, turn off and back on again to move.

Hello all, my bother has a 94 D21 auto with a column shift. When he puts it in to first, after just starting it, it will run and drive fine, but as soon as he comes to a stop, it will no longer move, he has to turn if off and then back on, and then it will drive again. Very weird, but any ideas? He changed the fluid and the filter, checked the level while it was at operating temp, not sure what is going on.
