94 D21 Speedometer not working VSS/Cluster are good

I replaced the VSS and the gear on the sensor about a year ago and the speedometer worked fine until now. I know the VSS and the cluster are both working because with the key turned on and Sensor pulled out of the transmission I can spin the gear manually and the speedometer needle will move up and down in the truck but when driving it never comes up from zero I bought a brand new gear for the VSS and it didn't fix the problem..... hopefully its not the gear in the transmission but that's the only thing I can guess on why its not working any help would be appreciated thank you!!
