93 s13 hatch headlight problems

I was doing the lit sleepy eyes on my 240 and when i was running the wire out of the relay box through the firewall it sparked because i didnt realize that was a constant hot wire. now the lights wont go down. they work but wont go up and down. I need to make them work again but i have no clue how to. any ideas? any help would be appreciated. i already tried to replace the relay that pluged into the box but that didnt work and i also checked all of the fuses i could find. one on the fuse box (left side kick panel) and the 2 fuses on the relay box (right side engine compartment)

time to pull the multimeter out. is the wire that you were pulling still getting juice?

How about the head light retractor switch on the dash; does it make the lights go up and down.
