93 lincoln town car cranks slow

as stated in the in the subject title its a 1993 Lincoln Town Car. 4.6 V8. at this point in time the car cranks over super slow. back story - my uncle was driving the car back and forth to work just fine. he was on his way home from work one day and the car all of the sudden started getting hot. he was close enough to home that he got it home pretty quick and discovered the serpentine belt was gone. he let it cool down then limped it up into the carport where it was on level ground to work on it. after the new belt was put on the car was cranking super slow. starter was checked out and was completely shot. new starter was put in and still same issue. the battery was taken in to get checked out and its in perfect condition. i'm not exactly sure what the problem could be at this point. if someone has any insight at this point it would be greatly appreciated.
