93 ka24de.. fuel pump or something else?

I just bought a 93 ka24de and it starts rough, by that I mean it takes a few times for it to start. I switched out the fuel pump for a walbro 255 from my 240sx parts car. I know the fuel pump worked when I had it in the old car. I switched out the ecu. I checked the fuel pump fuse. When I turn the ignition to on I do not hear the pump at all. What am I missing?

PS.. My gas meter when disconnected goes down and when plugged in shows I have gas but my sensor also shows my tank as being empty dunno if that is part of my problem.

I would think so... It worked ok... now it just doesn't kick on.I only heard it switch on one time and now nothing. I took out the fuel pump and tried it again by hooking up 12v to it... pumps perfect.
