93 ECU Rev Limiter

Is the 93 ECU Rev limiter set higher than a 90 - 92?I always run into mine in 1st and 2nd gear at WOT.I think I remember something about it being higher.

Is this something that could be changed with an EPROM flash thingie?On that subject: Can the injector volume/inj timing be leaned out by the same means?
