93 240sx Pop-up Headlight

Problem: Driverside headlight will not pop up using either the button or the steering column control. It lights up and if i manually crank it up and hit the button or use the steering column it will go down when it is supose to but not come back up without having to crank it up by hand again.

I have searched this site and this is what i have tried:

Took apart the control in the steering column and cleaned the contactsReplaced the control in the steering column with known working oneReplaced motor with known working motor Replaced all relays and fuses with known working oneReplaced TCU 2 times with 2 known working onesReplaced diode pack behind the radio

I am not familure enough with wiring to troubleshoot this solo any further so any help would be great.
