93 240sx plug question

what is the gray male plug that is in the kick panel by the drivers side fuse panel. also the black plug with the yellow rubber around it wrapped w/ blue tape. dont have any pics

I'm not for sure but I think its what you plug you diagnostic tester too. I know there is a stray plug there for that reason.
