93 240 e brake not workingI

I've adjusted the handle and can see the cables pulling. I think there is something wrong with the calipers. I know the brakes work. It looks as if the caliper works two ways. One when you apply the foot brake and one when you apply the e-brake. But the caliper doesn't do anything when I apply the e-brake. What do think?

Is the caliper moving freely on the slider pins?

When I use the foot brake yes, but nothing when I pull the hand brake
