92 q45 ...radiator leak..lower fan?????? Purpose???

Hi..I have a 92/q45 I have a crack in the radiator need to get repaired ..what is the small fan inside the bottom front where the fender is?? (I know the big fan is for radiator it works.)but the little one , it doesnt come on I dont think ..is it supposed to come on and cool engine??? after engine turns off?? or when engine gets hot?? Also I dont think my fuses underhood are right ,like it might be a 10 amp but diagram saids it should be 20amp everything works but should I replace with a stronger amp??

if this fan is inside the drivers side fender well, this is the cooler for the active suspension.... I guess you have an active suspension car.
