Fixed rpm limits usually suggest an ecu in fail safe from lack of some sensor data.
Sometimes all the desired accelerator cable slack has been removed by a shade tree mechanic.
Coolant temperature sensor connectorcan increase idle rpm [cold warm up].
MAF or CAS [2 separate connectors] are the first places to wiggle and clean.
Whenever you purchase a used old Q expect to spend $3,000 [plus interior/exerior] quickly to replace the problems that caused it to be sold in the first place.
Have the plastic chain guides been replaced with updated steel units?
