Alrighty, finished changing out my engine last night (Ka24de), blew a head gasket last weekend, just did a straight replacement. Motor ran nicely all day, with being turned on and off multiple times. Went to move the car, and the fuel pump fuse blows (10Amp). Checked all wiring, all grounds are tight. Experimented with different fuses. Blew everything up to a 30 amp. When using the 30 amp, the starter shudders, and grinds after about 3 seconds of cranking. All while I cant hear the fuel pump. Any ideas or suggestions? Bad pump?

Well, unplug the harness at the fuel pump. Replace the Fuel pump fuse with the proper 10A fuse and start the starter. If the fuse doesn't blow, then it is quite possible your fuel pump shorted out. You can also test the functionality of your fuel pump by giving the harness to your fuel pump 12V and Ground and see if you hear it prime or not.

Just sounds like a shorted wire somewhere. Like ^ said unplug the harness on the tank, replace the fuse and try again. If the fuse doesn't blow you could have a shorted pump but if it does you could have a short somewhere else in the car. If it's not the pump likely spots are near the bottom of the firewall and right at the harness plug at the tank. Hope that helps a bit.
