91a Q45 steering problem

My active 91 Q45 has started to have a steering problem. It is irregular, comes and goes. Steering will get harder at times when the car slows down. Does not always happen. Fluid and belt are OK. Are there any electronic parts involved. Could it be the power steering pump, which is a double pump with the active. Could fluid leak from the power steering part to the active part of the pump? What are some thoughts on this problem. Could it be the steering rack? Any help would be appreciatedRegardsBob

It may be the pump..:(.., but some members have had success, with putting in fresh and hi end (ie MOBIL 1 ATF, yes ATF) into the power steering system.

Do a good fluid exchange, which is easy to do yourself and see if you get any improvement.

It may not help, but at least u didnt spend any $ to speak of.

Also these problems tend to show up when its gets colder, so it may get worse.More detailed suggestions/evaluations I will leave up to our Guru's.
