91 s13 wont start, sounds like starter is scraping against flywheel?

I bought a 91 240 w/ a KA24de a couple months ago, It had a rebuilt motor, spec clutch, but it needed some work, it was put together very poorly, I ended up having to replace the throw out bearing, and the starter. the day after I replaced those parts, it wouldnt start, It sounded like the starter and flywheel were scraping against each other! I replaced the starter again thinking maybe it was a bad starter, but I got the same thing, so I checked the teeth on the flywheel and the starter, and they look fine. I tried pushing it and popping the clutch but it still didnt start. any ideas?
