91 S13 Drivers Headlamp NOT retracting - Tried everything!!

Okay everyone, I have searched this board for a while. I am slowly building my 240 up. I have always found answers to my questions here. I found a lot of information about troubleshooting the S13 Headlights. So far with the help of a friends known good Relays, Headlamp Timer, Timing Control Unit and interior column light switch....I also needed to purchase new/clean white headlamp assembly's that included the motors that we also supposedly known goods. So far my drivers headlamp will only open and not retract. All my standard fuses are also good..I thought it could be the motor but since I replaced the headlamps including the motors, i didnt think that 2 would be bad in the same way. Can anyone give me advice on how to troubleshoot the motors or wiring with a multimeter? I am not totally savvy with one, but with instruction I can understand it. So if anyone can tell me what specs to look for than I can fix my headlights. I don't know what else to try since I replaced the relays, light switch, timer and motors....Thanks again everyone!!

I have been working on this today and I am still at a loss here. My drivers headlight just wont retract on its own no matter what I do....As I mentioned, I have replaced the motors, interior switch, timer, timing control unit and all 4 relays (even though only 2 control the retraction) I have the FSM and I have found all the diagrams, but I just don't have experience reading them....If someone could please just break down a few steps to troubleshoot the Drivers Headlight not Retracting, I would really appreciate that. I have a basic Multimeter and I have used it before with the advice of friends and had no issues. I can test any variables and report them back here. Thanks again in advance for any help with this!!

Thanks for the reply! I found that on my search. I really felt like I tried everything and need some assistance troubleshooting with the multimeter.
