Go under the front of the car and try to spin the engine with a ratchet on the harmonic balancer while the car is neutral ( or I guess park too) If you can spin it , then it is not toast. If you cannot, chances are good your timing chain has jumped, which is a very common problem with 90-93 Q45's.
Then again, that probably wouldn't seize the engine. That would just fry the valve train. Unless, pieces of the timing chain guides clogged the oil pick up tube and starved the engine for oil. That would seize it.
