Forget the neutral safety switch. It has nothing to do with starter. unplug the connector at the starter. it is the black with yellow stripe wire. put the car in neutral. connect the black/yellow wire directly to postive terminal of battery for few seconds. This should start your car. If your car starts, than you know your problem has to do with the clutch interlock switch or relay, wiring, or ignition switch. If your car does not start, than you have to look at the big wire that goes to positive terminal of battery. Make sure the battery cables are tight! You also have to look at the starter ground. I think you can connect wire from engine chasis to starter casing to see if ground is the problem. If your starter is making noise, it is also possible that the arm that connects starter to engine is bent.
Dont overlook that your new battery or starter might not be working. Jump start car to check new battery.
