Lately when I turn my ligts on the two flip up and all lights are functional.

Now when I turn them off. The headlights turn off but the flip up part freezes half way down and stay there. But if I turn the parking lights on then off it will go down another 3 inches, but still not close, and if I do it again they finish closing all the way.

What could be the problem? Is there some sora timing circuit involved thats out of wack? Relay bad?

Has anyone experienced this? Any help would be greatly appreciated!
