91 240sx : daytime light fuse on S13

I noticed on my 91 240sx fastback that there is a fuse missing where it says "Daytime Light" 10A. What is daytime light? Is there supposed to be a fuse there?

Another question, my gauge cluster doesn't light up at night when I turn on my headlights. But my turn signals will blink on the cluster when I turn them on. Which fuse should I look for in case it's a fuse problem?

Daytime lights are for canada use. There is also a controller needed to use those. Basically what that circuit is for is when ever you start the car the lights come on at a lower wattage. Its a saftey requirmnet in canada. You have the spot in your fuse box but the controller and maybe a relay for the circuit is not installed.

On your dead dash lights check your tail light fuse , think its under the hood in that fuse box.
