91 240 sx high idle at 1800rpms

hi i am new to the 240 seen and i was wondering if any one knew why i have a 1800rpm idle i checked tps throttle body and vacuum leaks i couldn't find anything the line that goes from the intake manifold to the one way check valve and to the brake booster is calapsed between the intake manifold and the check valve but the valve is good so i am stumped please help this idle is killing my gas mileage and the car seems like it has no power through certain rpms

ohh and my motor is the 2.4 dohc and the car use to be an automatic and it now has some emissions disconnected all this work was done previous to my ownership i am honestly at the point where i might say f*** it and just go buy the s13 blacktop
