90 something hardbody hesatating

I am posting this for a friend. The truck is a 92 I think. When he drives the truck it will do fine until about 3k and then the revs will slowly drop to about 1500 and pick back up and repeat unless he gives it full throttle. We changed the plugs and wires and it ran good for about 20 mins and then the problem came back. Has anyone had this problem or have any recommendations on how to fix it?Thanks

Cracked distributor cap? Vacuum problem?
