90 Sentra EGR Help Needed...

Hi all, got a 150K mile 1990 Sentra which we've had since new here in CA USA that's throwing a Code 32, which is not in my Haynes Manuals?

From the web I'm thinking it's a EGR Code, so I checked the system and it seems good after clearing a blocked EGR -> BPT valve exhaust line and cleaning the EGR Valve's pintle, curing a manifold to EGR Solenoid vacuum leak by replacing all the pertinent vacuum hoses. Checked the vacuum diaphragms on both EGT and BPT, and verified 12V to the EGR Solenoid, and felt the EGR valve open at RPM and close at Idle.

The car runs great except for a little idle hunting on cold start which smooths out after it's warmed up.

a) The vacuum from the EGR Solenoid -> BTP Valve seems to pulse, is this correct (or should it be steady)?

b) How does the ECM check for EGR function before setting a code 32?

c) Any ideas as we need to smog her in CA soon and all the laws for OBD1 and earlier cars have gotten more strict etc?
