90 n/a Z Crank but no Start

Had the surging idle problem so I thought I would try Robo's Idle Air Adjuster & Air Regulator cleaning http://s95014253.onlinehome.us/63104/157335.html
I disconnected the hose in between the IAA and the Air Regulator to do the cleaning, but then the car wouldn't start. I had someone try to start the car while I plugged up the oppenings to the IAA and Regulator, but the car still would't start (always started prior to this and has a brand new battery). At this point I decided not to do the cleaning with the WD-40 and instead reconnected the hose between the IAA and Regulator, but the car still won't start. It cranks, but even with a battery boost, it will not start up. I tried disconnecting the battery for an hour to reset the ECU, but no change. Anyone have this problem after tyring this procedure, or have any ideas?

Checked ECU codes and I am getting a 13 (temp sensor) and 21 which I believe indicates problems with TPU. The TPU is black, so I am assuming it is the newer version.

Is there a way to test the TPU? Any other ideas?

code 13....try cleaning the connectors on the coolant temp sensor

code 21 is ignition signal circuit, which can be the PTU.
There is a way to test it with a multimeter.

Replace the temp sensor and also put in a new PTU and the car fired right up. No more codes are being thrown by the ECU now. Must have been a coincidence that the PTU went out when I went to do the IAA and air regulator cleaning. Unfortunately, after cleaning the throttle bodies and doing the cleaning of the IAA and air regulator, we still have the problem with the idle surging from 1400 to over 2000 when at idle. Looks like I'll have to try changing the IAA unit. Pretty costly at over $300 but I think that is what is needed.

I did performed this task with cleaning the IACV with wd40. It's kinda hard to start the car and keep it running then get under the hood to spray both ports. My idle was jumping bad and getting stuck at 1700 rpm. I gave it about 10 short squirt of wd40, I live in southern Louisiana, very humid, I also changed my throttle position sensor. Now my idle holds at 800rpm and doesn't go wild on me.
Try changing ur TPS(throttle position sensor). U can pick one up at autozone for about $65. Also u can adjust ur idle from the side of the IACV U will see a screw on the side. Check the specs on which way to turn to lower or higher ur idle. I haven had to adjust mine from there as the TPS and IACV lubing(wd40) fixed my idle issue
