I purchase a new front lower control arm for my 94Q, it didn't have the cone metal piece that was on the old one above the ball joint. should I be able to remove that cone shaped piece from the old one or did I get a arm with a missing part?

New are always best. But yes you can take it off the old one and re-use it, if you don't damage it.

cant seem to find anything but upper ball joint shims. can you direct me to a site or a part number?

Lower ball joint seat P/N: 40173-60U02

You could possibly use a small/tiny gear puller to get it off the old ball joint.
