'90 240sx NO high beams!

ok so i posted this in the newbie forums and was told to go here.. so here i am.

got a question.. i failed inspection in NJ for a few things, minor problems. but something i do not know how to fix is how to get high beams. i have 8k HIDs on and i guess i'm technically riding with the high beams on, but i still failed. is there any way to mess with the HIDs to get a high beam or did i do something wrong in installation? OR is there no way i can get high beams.. i searched nico and couldn't find an answer so there are my questions

ok so since no one will answer i think ill solve my own problem and put my old headlights in for inspection since i dont really use my highs

If you still have the old headlights, then yeah, put them back in for inspection, then put your other ones back on after that. It doesn't take that long.
