90 240sx auto wont shift at wot

car is a 1990 240sx hatchback with an automatic transmission /w 2.4L sohc ka24e. completely stock atm, going to use it as a drag strip car.

under normal driving it shifts a little rough, but if you floor it and keep it floored, it won't shift unless you get out of the throttle. I didn't notice the rpm when it shifted finally but must have been around 5k or so.

So far I have checked the atcu, its ok but the od light is burnt out, and the vss. The vss ac voltage showed .1 to .7 volts ac depending on how fast by hand iits turned. Also were changing the transmission fluid and filter as the fluid looked kinda bad.

edit: also tried to disconnect the switch on gas peddle that turns on at wot but it didn't affect anything.
