90 240idiot lights still on after taking key out of ignition except batterylight

all idiot lights on my dash stay on after taking key out of ignition. after a few seconds usually 15 or so they will finally go out. only confusing thing is that my battery lights does not come on with this and the car wont start. i check the main relays and fuses and nothing is blown. i was thinking ign switch but i can still hear my fuel pump and still control my accories as if the swith was still good please help!
