90 240 SX electrical question

while the engine is running every 20 seconds or so the headlights, tail lights and dash lights flicker. Both power windows will not work. 1st thing in the morning the windows will work for the first minute of operation then it starts all over. Could this be the window amp regulator as there is a clicking sound under the dash on the driver's side? If so where exactly is the window amp?
