Hmmm...very interesting... I currently have 20% tint on my windows and the brightest LED back-up bulb from V-LED's (about $70 I think), and I can see behind me just fine since it is brighter than stock, however, it's not like stock bulb + no tint.
Be sure to let us know how it works if you attempt it!
One thing to check on though would be the fuse for the fog lights and the rear lights. If the fuse for fog lights is a significantly higher amperage, then chances are the bulb may be drawing too much current.
But I've seen quite a few HID conversions for the back-up bulbs, so I'd imagine fog light bulbs would be fine?
