89 nissan 240sx electrical problems

i have a 89 nissan 240sx coupe, just baught it from a friend, heres the

problems, i have no power going to the ecu! and when i turn the switch on

i should hear a relay click, which that means it is turning on. i have no clue

what to do, and i do have juice going thru the lower engine harness, but

my starter will not turn over, I KNOW ITS GOOD btw. Please give me some

good tips!
