The EGR valve is a gold saucer with a single vaccum hose on it, next to it is a similar gold saucer with a vaccum line under it as well as 2 vaccum ports on top of it. The vaccum line on the bottom likely has burnt through and is leaking back pressure not allowing your EGR to work. That hose is a special heat tempered hose. Get the hose from the dealer and replace it.
