89 300zx non turbo cruise control problem

So I have been looking into fixing my cruise control the cruise control light comes on but the cruise light doesn't so I can't set the speed I want. I changed the ascd relay and it wasn't that I checked the rubberstoppings and those are intact. So I'm confused anything else it could be?

First thing to check is the stopper on your brake pedal.
