89 240sx steering tube adjustment

I need help moving this tube back to place.It moved down and now my steering is more into the cluster rather than out.I had to break my trim to adjust the steering wheel from up to down because it was stuck on top of the trim.Any idea thanks.

The red arrow shows what way everything went.The red line is how far it went low.
