Is it possible to set a speed which you can not go over if greater than 5 or so? That way you can shut it off, etc etc...

Newer cars such as Mercedes has this option.. Is there a way to do it in a 240?

That is supposed to remove it..I want to set the speed limit at 45 or so, with a dial on the speedometer or something..

Well, if the speed limit is 45, I can manually set the speedometer at 45 so I do not go over that limit, so I can pay more attention to the road, rather than how fast I am going and the road...

It is in some newer model cars, you can rev your engine however high you want to, but it will not go over that speed once reached, and you can disable it :-)

So I want to add an extra safety feature to my 240.
