87 d21 fast idle

My son just got this truck with a z24 and the idle is stuck on fast idle. Where should I start looking?

Make sure the car is running at full temp.
The thermostats get weak and never get the engine up to full temperature, and the wax fast idle device never pushes the cam down, and the idle never comes down.
Also check that the throttle cable isn't adjusted too short, and holding the idle up.
