86 z24i constant 12v @ injectors

so i have a 86 harbody with the z24i 5 speed that wont run as its getting no fuel but i constantly have 12v at the injectors. 12v is at the injectors even with the key off completer unplugged and all relays and fusibllinks pulled except the injector fusible link. the only way i can get 12 v to leave the injectors is to unplug the harness, or take out the inkctor fusible link or disconnect the battery. is this normal? or how does the power flow. i looked at the wiring diagram and to me it looks like it goes from the battery to the fusible link to the ecu then back to the injectors. am i misunderstanding what i see?

Are you sure you're not getting fuel? Are you sure you have the right diagram?

The White/Red wires going to the inj are hot all the time. The ECU controls the ground side. Lot's of wires cross each other on a schematic. The junctions are usually indicated with a big dot.
