86 d21 will not start

Hey I am new to these forums and I have a starting issue with my 86 d21 with z24i. I recently purchased this vehicle and no matter what I replace it wont start, although it will start on starting fluid and that's it. The computer is giving me a code 23 and 24. I do have good fuel pressure getting to the throttle body. Any ideas?
