You have to also look at the shift points as well. If, when it shifts, you're more in the power band a higher redline may help out.
Take the VG30E in the 89-94 Nissan Maxima for instance. Stock redline is 6,000 rpm. JWT bumps it to 7,000 rpm. Being a SOHC the engine doesn't make much top end power, especially when normally aspirated however... a couple guys raced each other both with nearly equal mods except for one with the 7,000 rpm redline and the other with the 6,000.
The guy with the higher redline always pulled ahead. They said they also raced each other both running up to 6,000 rpm to compare and were nearly equal.
So... basically what I'm trying to say is even though power may be falling off at the higher rpm the rpm you're at after the shift could make a lot of difference.
