74 late model 260z post alternator upgrade questions.

hey guys. i recently installed a new 280zx alternator and redid the wiring at the voltage regulator plug. my voltmeter shows a constant 12.05 volts right after start up and only 13.98 when i rev it past 3500. it seems it only kick in after reving it high. after i rev it high the alternator will stay engaged with a constant 13.98v. was wondering if this is normal or if somehting is not working correctly.

thats the way GM 1 wire alternators work, the only come on after you raise the rev's, the s130 should come on whenever voltage drops
