Yes, Arizona is that strict. If you live in the Phoenix or Tucson metropolitan areas, you must pass emissions for any car newer than 1967! For 1967 to 1974, it is just an idle test but for anything newer, it includes the loaded test as well. Thats using the tailpipe sniff method. For very new cars, they just plug into the computer and read it directly.
That's why I can easily get my Z cars and XK-E through because the idle test is trivial. The pickup on the other hand is too "new" and has to pass loaded as well.
I actually have an old Sun emissions analyser and just set the carbs very lean on it for the old cars, take them through, then bring them home and adjust so they run again. I know it's cheating but if I leave them lean enough to pass, I risk burning a piston.
No, the cat was replaced last year on the 720. As I said, the mechanic was able to get it to pass both tests but he had to do something to rig it. He said it probably won't be able to be made to pass next year unless I can find the parts I need. I also need to think about an engine rebuild as the 720 now has 250,000 miles on it and is starting to burn oil. I just went through the suspension and replaced ball joints, tie rods, bushings, etc.
Nissan engines are incredibly strong! I just rebuilt the L24 in my 1973 240Z after 400,000 miles and the machine shop debated whether it needed to be bored out to 20 thou oversize or not. We finally just decided to go ahead and do it to avoid any issues if we erred on the sloppy side.
